With the EU Urban Waste Water Directive (EU 2024/3019) coming into force on January 1, 2025, the water industry in Germany and Europe is facing fundamental change. The aim of the amendment is to further strengthen water protection, set new environmental standards, and adapt wastewater treatment to current challenges such as trace substances, nutrient inputs, and energy efficiency.

Key content of the new directive

Among other things, the directive provides for:

•    Stricter limits for nitrogen and phosphorus to reduce eutrophication and nutrient inputs into water bodies.

•    The mandatory introduction of a fourth treatment stage for the removal of micropollutants (e.g., pharmaceuticals, cosmetics) in large wastewater treatment plants and those in particularly sensitive areas.

•    The introduction of extended producer responsibility: Manufacturers of pharmaceuticals and personal care products will in future have to bear at least 80% of the costs for the fourth treatment stage.

•    The goal of energy neutrality in the wastewater sector, phased in by 2045 at the latest.

•    New monitoring and reporting requirements, such as monitoring health parameters like SARS-CoV-2, greenhouse gas emissions, or microplastics.

Challenges and implementation

Implementation into national law must take place by July 31, 2027, at the latest, and is expected to involve several legislative and regulatory projects. This poses numerous challenges, some of which are specific to the German situation, such as the country's unique approach to monitoring nitrate and phosphorus. Other challenges affect all EU member states, such as the practical implementation of extended producer responsibility. It is important to ensure reliable and functional implementation that covers both financing and organizational aspects. In any case, considerable investment and technical adjustments will be necessary: For wastewater treatment plant operators, the new standards mean considerable investments – the introduction of the fourth treatment stage alone is estimated to cost around €9 billion in Germany. Now, planning and legal certainty are needed quickly: the water sector is calling for pragmatic and practical national implementation that reduces the necessary bureaucracy to a minimum. At the same time, it must be ensured that the legislation is fully compatible with the amended European Water Framework Directive and its requirements for the management of our waterbodies.
