Municipalities in Germany are facing significant financial and structural challenges. Increasing demands on public services, a growing need for infrastructure investment and limited public budgets are intensifying the pressure to act. In this context, public-private partnerships (PPPs) are increasingly discussed as a potential solution.

The panel discussion at IFAT Munich 2026 addresses this highly relevant topic and explores the contribution PPPs can make to modernize municipal infrastructure. The discussion is based, among other things, on the findings of the KOWID study, which highlights the potential as well as the requirements and barriers of such cooperation models.

The focus will be on key practical questions:

  • What specific advantages do PPPs offer for municipalities, particularly in the field of circular economy and waste management?
  • Which governance structures and framework conditions are necessary to successfully implement projects?
  • How can risks be fairly distributed and transparency ensured?
  • What experience already exists – and where do reservations remain?

Representatives from academia, municipal practice, politics and private sector companies will discuss these aspects from different perspectives. The aim is to provide an objective, well-founded exchange that highlights both opportunities and limitations and offers guidance for future cooperation.

The event is aimed at municipal decision-makers, professionals from the circular economy sector and all those involved in the further development of municipal infrastructure and sustainable solutions.
