Dr. Klaus Ritgen hat Jura studiert und war nach Referendariat und Promotion zunächst als wissenschaftlicher Mitarbeiter am Institut für Öffentliches Recht der Universität Bonn, Abtl. Staatsrecht (Prof. Dr. Fritz Ossenbühl), tätig. In den folgenden Jahren war er wissenschaftlicher Mitarbeiter von Prof. Dr. Thomas von Danwitz, zunächst am Institut für Medienrecht, dann am Institut für Öffentliches Recht und Verwaltungslehre der Universität zu Köln. Seit 2006 ist er Referent, ab dem 1.1.2026 Beigeordneter des Deutschen Landkreistages in Berlin.
